APSCW condemns MRO’s directive

ITANAGAR, Apr 19: The Arunachal Pradesh State Commission for Women (APSCW) has vehemently condemned the directive issued by the Municipal Returning Officer, Itanagar that women candidates have to submit a medical certificate along with her nomination paper for the Municipal Election, as per Section 25 (3) Chapter-IV of the Arunachal Pradesh Municipal (Election) Rules, 2011.

The directive issued by the concerned Returning Officer is totally discriminatory in nature since there is no such provision in “The Arunachal Pradesh Municipal (Election) Rules, 2011,” APSCW said in a release.

The Arunachal Pradesh Municipal Rules u/s 25(3) reads, “In any ward which is reserved for women, the nomination papers shall not be treated as valid, unless the nomination paper contains a declaration by the candidate is being verified by a competent authority of the State Government certifying that the candidate is a woman.”

Expressing serious concern over the issue, APSCW said that the laws that have strong bearing on the women have been framed without consultation of the APSCW, which is apex body constituted to safeguard the rights of the women. When there is no such provision in the Panchayati Raj Election, this specific provision is totally uncalled for, it said.

APSCW appealed to the law making authorities to involve the APSCW in framing all policy matters affecting the women in the State from time to time as and when sought for by the Commission as per section 22 of the APSCW Act, 2002.

The choice is ours

Dear Editor,

Kudos to Taba Ajum and Arunachal Times for bringing in to limelight the financial crisis of state through article ' Why should poor people suffer at the expense of the rich' published in todays edition of Arunachal Times. In addition to his excellent piece of writing I would like to inform everyone that even if we wake up now its already late ,but not too late to begin again. It is generally viewed that we blame God for creating us poor and downtrodden, but my dear brother and sister, God always gives us the freedom to choose between good and bad. After every 5 years we are given chance to choose our rightful candidates in election. Although we poor are treated as inferior by rich ,poor people are always superior in number game. So what now, shall we continue to underestimate our strength? or shall we still be lured by money power and false promises in the upcoming election? Please remember that, our lives really begin to end the day we remain silent about things that matter.

Yours,

Philip Jerang

KGBV teachers being treated differentially by govt

Dear Editor,

The Employees working under the ambitious Kasturba Gandhi Balika Vidyalaya (KGBV) School run under the centrally sponsored scheme is facing lots of difficulties while discharging their duties. The state government is giving Step- motherly treatment to employees working under KGBV. The following information may bring lights to it.

The Kasturba Gandhi Balika Vidyalaya (KGBV) scheme was launched by the Government of India in August, 2004 for setting up residential schools at upper primary level for girls belonging predominantly to the SC, ST, OBC and minorities in difficult areas. Initially it ran as a separate scheme, but was merged with the SSA programme with effect from 1st April, 2007.

Above information clearly suggest that there should not be difference between SSA teachers working under State runs Government school and KGBV as the latter was merged to same scheme from 1st April 2007. The teachers of same scheme are differentiated not only in works but in pay structure also, which is injustice. The SSA teachers working under State runs Government school are getting hiked salary but the SSA teachers of KGBV are still not getting the same as per the sixth pay commission which was implemented by the Govt. of Arunachal Pradesh.

So, the big question is –

1.      Why the State government is giving this step-motherly treatment to SSA teachers of KGBV?

2.      Why the salary is not hiked uniformly?

3.      Is the government waiting for democratic movement from teachers of KGBV in forms of Bandhs, Dharnas, etc,?

Vijay Tamang

Capital DC Goel deserves diamond medal for his work

Dear Editor,

For the last one year state capital on regular basis is witnessing drive against illegal encroachment. The capital road is getting widening with every passing month. The congested and dirty Ganga market area looks better these days with parking being regulated in Ganga area. Beside I see road widening project in many areas of capital. The credit of all these go to Deputy Commissioner Sanjay Goel and his dedicated team of officers. Ever since DC Goel took over charge of capital he has shown remarkable courage to take on land mafia who are illegally encroaching various parts of capital. In one year he has done the work of 5 year and if he completes 3 year term, state capital may witness see of change. However questions remain in our mind, whether politician will allow him to complete his term? I don’t trust our politicians; therefore I appeal Governor JJ Singh to personally ensure that DC Goel is made to complete his term. He is an inspiration for young officers of state. Despite being non-APST and coming from other part of India, he is showing immense love and dedication for tribal people of Arunachal. The tribal officers should learn few things from him. I am an ordinary citizen and can only pray for him. If I had the capacity I would have given him ‘diamond medal’ for his sincerity and dedication towards work. If Chief Secretary, Chief Minister and Governor are reading my article, I would like to appeal them on behalf of law abiding citizen of capital, please let DC Sanjay Goel complete his term and if possible extend the term. He is a hope for people of capital and please don’t let this hope get diminished.

Yours,

Nato Tajo,

Confusing recruitment process

Dear Editor,

Through the column of your esteemed daily I would like to draw the attention of concern authorities towards the following unfortunate facts. This is in connection with the advertisement for the post of Assistant Inspector (Tax and Excise)) by the department of Tax and Excise. Here, I would like to highlight brief history of these advertised four posts of Assistant Inspector (T & E). Four candidates were appointed by the department through back door on dated 07/03/2007 and later on regularized on 26/11/2007 as AI(Tax and Excise), without any interview . Their appointment and regularization was challenged by few unemployed youth in the high court. Subsequently the court, vide judgment and order dated 22/12/2009 quash their appointment and regularization as it was illegal and in violation of the provisions of constitution. At the same time the honorable court directed the department to fill up the said four posts through fresh recruitment following proper recruitment rule within four months w.e.f 04/01/2010. If any doubt, one can refer the WP(C) -86(AP)/2009 dated 22/12/2009 in high court. Whereas, the department is advertising these posts now on 28.04.2013, almost four year latter.

Even more surprising is that the department did never suspend or removed these four incumbents, despite the high court’s clear order. Till date these four Assistants are continuing in service. How can the department allow them to continue in job when the court has clearly quashed their illegal appointment and regularization?

The department has now advertised these four posts of AI (Tax and Excise) which are still occupied. If there is no vacancy, how can the department advertise these posts? Is the department trying to authenticate these illegal appointments by pretext of conducting proper interview? There is no need for wide advertisement if these already existing four incumbents are to be reappointed. At least photos, documents, challan amount Rs 20 and form fees Rs 30 of our unemployed youths will not be wasted.

Therefore, this is my sincere request to the concern authorities that the recruitment for the mentioned post maybe handover to Arunachal Public Service Commission for transparent and fair recruitment in the greater interest of all the aspiring candidates.

Yours,

Tamuk Ali

Every contribution needs to be remembered

Dear Editor,

The article titled “Genesis of Nyishi Elite Society” by renowned and popular personality of the state Dr. Joram Begi who is Ex- President of NES has been published in your esteemed premier daily today (April 19). I, along with some of my friends have gone through the voluminous article which does not carry any objective of conveying message to the greater society. The author has mentioned many things, organizations and good number of personalities of past & present, probably with an intention to give due importance to few organizations and persons. According to our view the subjects referred by the author has least relevancy with the origin, evolution, growth and development of the Nyishi Elite Society. The voluminous writing is reflection of an outcome of a meeting or convention and hence the write-up is not more than minutes of meeting.

Interestingly, the author has mentioned few names of political leaders as patronage of the society which is totally wrong according to the prevailing situation of that period. Though Nyishi is the largest tribe of the state but the high ranking bureaucrats, technocrats, civil servant, business men, politician who have made a stride in the society are countable in numbers. No doubt the then Joram Begi (of that period) immensely contributed for  growth & development of the society since the society bestowed responsibilities to him time and again.

Moreover, the author has also mentioned some other activities which are also not more than a tour diary of a traveler.  Equally, there are many other persons who had morally and physically contributed without involved as office bearers in the executive group. The evolution of modern Arunachal Society including Nyishi has very limited span of time and people who are in mid forties to mid sixties must have conclusive knowledge on it. Whatever the situation or the circumstances had compelled the society to run from pillar to post and here to there, have a different story to tell. Therefore, I humbly on behalf of many genuine thinkers appeal the author to give more subjective message to the society and cut down the narrowness approach generated to show the factor of personal contribution probably  to gain popularity from  one’s interested sections and  this tendency gives an idea of some one’s inherent quality of division.

Yours,

Dasher Teshi Taba

Try to feel our pain

Dear Editor,

It has been rightly pointed out by one of our friend Henko Gao that Mathematic paper is the biggest hurdle for Arts student in job interview. In other two papers –General English and General Knowledge, students of the entire stream have almost equal knowledge; it is the performance in Maths that decides the fate of candidate.

It has also been rightly pointed out By Mr. Gao that only job opportunity for the Arts student is clerical job, in our state. And APPSCE is yearly affair. If we had knowledge that, in future we would have to solve 10th standard Maths to get govt. job, we would have never picked up humanity stream. Because there are many who chose arts subject not because of weakness in Maths subject, but because of interest in the Subject (i.e studying our culture, history etc). Really it is very difficult for us to solve X standard Maths having left it long time ago in class X. There is no harm in keeping Maths for qualifying exam. If possible please reduce the marks of Maths to 50% in compare to other two paper or reduce the marks of all three papers to 50 marks in place of 100 marks ( i.e each paper of 50 marks)

Therefore we also on behalf of Arts student ,sincerely appeal to all the government department and APPSCE to try feel our pain and think over the matter.

Yours

MDGs and its deadline

The new century opened with an unprecedented declaration of solidarity and determination to rid the world of poverty. In 2000 the UN Millennium Declaration, adopted at the largest-ever gathering of heads of state, committed countries - rich and poor - to doing all they can to eradicate poverty, promote human dignity and equality and achieve peace, democracy and environmental sustainability. World leaders promised to work together to meet concrete targets for advancing development and reducing poverty by 2015 or earlier.

Emanating from the Millennium Declaration, the Millennium Development Goals bind countries to do more in the attack on inadequate incomes, widespread hunger, gender inequality, environmental deterioration and lack of education, health care and clean water. They also include actions to reduce debt and increase aid, trade and technology transfers to poor countries.

The joint Global Monitoring Report (GMR) 2013 by the World Bank and International Monetary Fund (IMF) says that urbanization helps pull people out of poverty and advances progress towards the Millennium Development Goals (MDGs), but, it states that, if not managed well, it can also lead to "burgeoning growth of slums, pollution, and crime."

Urbanization has been a major force behind poverty reduction and progress towards other MDGs, it says, stating that over 80 per cent of global goods and services produced in cities and countries with relatively higher levels of urbanization, such as those in the region, play a "major role in lowering extreme poverty".

In contrast, the report notes that two least urbanized regions, South Asia and Sub-Saharan Africa, "have significantly higher rates of poverty and continue to lag behind on most MDGs.

The GMR, which is also an annual report card on MDG attainment, finds that progress continues to lag on reducing maternal and child mortality and providing sanitation facilities, targets which it says will not be met by the MDGs 2015 deadline.

However, the report says that progress has been "stellar" on reducing extreme poverty, providing access to safe drinking water and eliminating gender disparity in primary education, with these targets already achieved several years ahead of the MDGs deadline.

Capital Complex admn. installs CCTV camera at Banderdewa check post

ITANAGAR, Apr 19: One of the long pending security requirements in the Capital Complex has been full-filled yesterday with the installation of two movable CCTV cameras at Banderdewa check-post. The CCTV cameras were installed by the Capital Complex Administration out of the Untied Fund.

The monitors of the CCTV cameras have been installed in the nearby office of the security in-charge to see the movement of vehicles and to ensure that the security personnel deployed are regularly checking all the vehicles entering and exiting the State Capital, informed Capital Complex Deputy Commissioner Sanjay Goel in a release.

The State Capital is always prone to crimes, majorly committed by people coming from outside the State, who fled away un-noticed from the check-gates.

Installation of the CCTV cameras would help in keeping a watch on such anti-social elements. It would also help in increasing revenue generation as the commercial vehicles entering the Capital Complex would be videographed through these cameras. Goel along with Capital SP visited Banderdewa check-post today to see the functioning of the CCTV cameras and were satisfied with its implementation.

The Capital Complex Administration is also installing CCTV cameras in all the media houses in Capital Complex to beef up their security, owing to the sensitive nature of their job. A set of CCTV cameras at Holongi check-gate would also be installed soon.

The AJYCP, in the memorandum, further alleged that Arunachal Government is raising objection over ongoing construction of Agriculture Science Centre and Model School Building at Dimou. It is said that the land (revenue) is falling under Sisiborgaon Revenue Circle in Dhemaji district and so there should be no basis of such objection.

Setting a deadline of April 30 next, the student union is requesting West Siang administration to come and hold talk with Dhemaji administration to amicably solve the disputes brewing at Malini mandir portion of Assam-Arunachal boundary.

It may be recalled that a tense situation ensued at Likabli area for holding Malini Mela during April last year. Review meeting on PMEGP scheme

ITANAGAR, Apr 19: The newly appointed industries secretary Garima Gupta  has reviewed  the progress of the  PMEGP schemes in the state in a review meeting held in the conference hall of Chief Secretary today.

In her presidential address, Garima Gupta requested the bankers not to keep the application pending, instead the applications duly recommended by the District Task Force should be disposed off within 15 day’s time. In case the bank is not able to finance for some reason, the application should be returned to the concerned DICs within 15 days enabling them to make further recommendations from the waiting list.

While appreciating the problems being faced by the bank officials in far flung area not only for recovery drive but also for management of the banks, she asserted that despite of all constraint the PMEGP beneficiaries must be given hand holding service by both the implementing agencies and the banker as it is a flagship programme of the Govt of India to do away with unemployment problem. She also urged the DIC officials and the banker to work hard in coordinated way for the interest of the general public.

Deputy Director, Industries, Goli Angu, presented the achievement position under the scheme in the year 2012-2013. As per records, total of 253 units were allotted to 18 districts of the State under the Scheme in the year 2012-2013. During the meeting, the performance of Ziro, Changlang, Tezu, Yingkiong and Pasighat was revealed as the worst performing districts with 45 percent, 70 percent, 45 percent, 40 percent and 0.68 percent respectively. While participating in the discussion, Director, Industries Repo Ronya, opined that there should be no delay in sanctioning of the Projects as the concerned Bank Manager is involved in the selection process of beneficiaries. He also raised the issue of Allahabad Bank’s refusal to finance PMEGP beneficiaries of Sagalee Sub-Division on the ground that the area does not fall within the service Area of that bank. He suggested that the fund under Administrative Expense received from KVIC Hq. Mumbai should be shared with the DICs of the State as the duty of the KVIC is done by the DIC officials for monitoring of the PMEGP Project and for joint Recovery Drive etc.

Lead Bank Manager, SBI H C Miri, suggested that a mechanism need to be evolved so that the Bank Managers can examine the PMEGP application before it is placed to the District Task Force Committee. He pointed that the time period given to bank was not at all sufficient.

After discussion threadbare it was decided that the applications received by District Industries Centres under PMEGP Scheme would now be evaluated by the Banks before it is placed in the District Task Force enabling the banks to examine economic viability of the projects and thereby to avoid delay in sanctioning and disbursement, unlike in the past, the likely units under PMEGP to be allotted to each District would be communicated to all Deputy Commissioners in advance preferably in the month of May' 2013 enabling the District Task Force to select candidates on time so as to give sufficient time to the bankers. Further it was also decided that all banks shall disburse remaining installments to the beneficiaries of 2012-2013 before 31st May' 2013 so as to achieve target unless the beneficiaries is not found to have diverted the sanctioned fund and the non-performing Banks and the DICs would be asked to explain the reasons through the concerned DC and the concerned lead bank managers.

DC holds meeting with IMFL retailers

PASIGHAT, Apr 19: Deputy Commissioner RK Mishra today held a meeting with the retail wine shop owners of Pasighat town in his conference hall. He advised the retailers to install CCTVs immediately in their respective shop and instructed not to sell liquor to minors.

Mishra directed to follow closing time of 8 pm strictly.

It is observed that owners/salesmen of many shops use to sleep inside the shops for security purpose but at the same time they also attend customers beyond the permitted time which will be dealt strictly by administration, Mishra cautioned.

Selling of liquor by unauthorized shops has created loss to the genuine license holders and therefore retailers should keep constant vigil on them and inform the competent authority accordingly, he advised.

The DC asked the Supdt. (T&E) Tabor Tapak and the attending members to take social responsibility with full of dedication. He said bulk purchasers should be identified and brought to the notice so that bulk purchases can’t be mis-utilized in election purpose. He highly appreciated the ongoing search operations of ABK women wing and appealed all to cooperate in the mission.
