CCTV installed in Pasighat Powerhouse
PASIGHAT, Apr 19: In order to strengthen the security and to check illegal activities, the district administration today installed CCTV cameras at Pasighat Powerhouse in presence of Deputy Commissioner RK Mishra, DPO Ponung Boring and engineers and staffs of power department.

School girl commits suicide

The girl was identified as Sonam Jhah, a Class XI student of Govt Hr Sec School, Daporijo.
According to sources, she was suffering from depression after having failed in the XI examination, the result of which was declared earlier on the same day.
It is also reported that her friends noticed her alone at school playground in the morning time with the state of deep shock and frustration and her body was found in Subansiri River on the same day.
The tragedy stricken family members have left here for their home town Bihar for last rites of the dead.
DM directs to deposit firearms
PASIGHAT, Apr 19: District Magistrate RK Mishra, in an executive order has directed all the firearm license holders to deposit their firearms in the nearest police stations on or before April 30 to ensure smooth completion of PR election in the district and Municipal election in Pasighat town in particular.
The order further said that necessary action will be taken against the license holders, who fail to deposit their firearms on the given time. The deposited firearms will be released on constitution of PR and Municipal bodies, the order added.
The DM also prohibited carrying of all kind of lethal weapons in office and public places till the election process is over.
Mishra who is also District Election Officer, in a separate order instructed all the government officers and officials/employees of the district remaining outside the district to report back to their respective place of posting immediately to perform ensuing election duties. The DEO urged the citizens to maintain discipline, peace and tranquility in the society so that ensuing elections are conducted in free and fair manner.

DC inspects site for mini-
ROING, Apr 19: Lower Dibang Valley Deputy Commissioner Shiv Kumar, accompanied by EAC (LM) Sangeeta Yirang, AE (PWD) Okap Dai and officials from land management department inspected the site for construction of DC’s office cum mini secretariat at Roing Township yesterday.
The land measuring 28,620 sqm located in the middle of Roing Township has been approved by the govt. and allotted to the GA Department for construction of the DC office cum mini secretariat recently, informed Sangeeta Yirang EAC (LM).
This land was earlier allotted to the Sashastra Seema Bal (SSB) but due to permanent shifting of their unit from Roing to some other places, the Govt has handed over the land back to the District Administration, she further added.

APSCW condemns MRO’s directive
ITANAGAR, Apr 19: The Arunachal Pradesh State Commission for Women (APSCW) has vehemently
condemned the directive issued by the Municipal Returning Officer, Itanagar that
women candidates have to submit a medical certificate along with her nomination paper
for the Municipal Election, as per Section 25 (3) Chapter-
The directive issued by the concerned Returning Officer is totally discriminatory in nature since there is no such provision in “The Arunachal Pradesh Municipal (Election) Rules, 2011,” APSCW said in a release.
The Arunachal Pradesh Municipal Rules u/s 25(3) reads, “In any ward which is reserved for women, the nomination papers shall not be treated as valid, unless the nomination paper contains a declaration by the candidate is being verified by a competent authority of the State Government certifying that the candidate is a woman.”
Expressing serious concern over the issue, APSCW said that the laws that have strong bearing on the women have been framed without consultation of the APSCW, which is apex body constituted to safeguard the rights of the women. When there is no such provision in the Panchayati Raj Election, this specific provision is totally uncalled for, it said.
APSCW appealed to the law making authorities to involve the APSCW in framing all policy matters affecting the women in the State from time to time as and when sought for by the Commission as per section 22 of the APSCW Act, 2002.
Death mourned
ITANAGAR, Apr 19: The All Honik Hoke Welfare Association (AHHWA) has condoled the demise of Yengneer Tachak, who passed away on April 17 at R K Mission hospital here.
Late Tachak was the Gaon Burah of Jha village under Tali circle in Kurung Kumey district. He is survived by his four wives, two sons and six daughters.
He was an eminent social worker and was awarded as the mythology story teller of various community of the state in the year 1995. He was also a gram panchayat member in the year 1964, 1969, it said in its condolence message.
Offering condolences to the bereaved family members, it further prayed for the eternal peace of the departed soul.

Kudos to Taba Ajum and Arunachal Times for bringing in to limelight the financial crisis of state through article ' Why should poor people suffer at the expense of the rich' published in todays edition of Arunachal Times. In addition to his excellent piece of writing I would like to inform everyone that even if we wake up now its already late ,but not too late to begin again.It is generally viewed that we blame God for creating us poor and downtrodden, but my dear brother and sister, God always gives us the freedom to choose between good and bad. After every 5 years we are given chance to choose our rightful candidates in election. Although we poor are treated as inferior by rich ,poor people are always superior in number game. So what now, shall we continue to underestimate our strength? or shall we still be lured by money power and false promises in the upcoming election? Please remember that, our lives really begin to end the day we remain silent about things that matter.

KGBV teachers being treated differentially by govt

The Employees working under the ambitious Kasturba Gandhi Balika Vidyalaya (KGBV)
School run under the centrally sponsored scheme is facing lots of difficulties while
discharging their duties. The state government is giving Step-
The Kasturba Gandhi Balika Vidyalaya (KGBV) scheme was launched by the Government of India in August, 2004 for setting up residential schools at upper primary level for girls belonging predominantly to the SC, ST, OBC and minorities in difficult areas. Initially it ran as a separate scheme, but was merged with the SSA programme with effect from 1st April, 2007.
Above information clearly suggest that there should not be difference between SSA teachers working under State runs Government school and KGBV as the latter was merged to same scheme from 1st April 2007. The teachers of same scheme are differentiated not only in works but in pay structure also, which is injustice. The SSA teachers working under State runs Government school are getting hiked salary but the SSA teachers of KGBV are still not getting the same as per the sixth pay commission which was implemented by the Govt. of Arunachal Pradesh.
So, the big question is –
1. Why the State government is giving this step-
2. Why the salary is not hiked uniformly?
3. Is the government waiting for democratic movement from teachers of KGBV in forms of Bandhs, Dharnas, etc,?

For the last one year state capital on regular basis is witnessing drive against
illegal encroachment. The capital road is getting widening with every passing month.
The congested and dirty Ganga market area looks better these days with parking being
regulated in Ganga area. Beside I see road widening project in many areas of capital.
The credit of all these go to Deputy Commissioner Sanjay Goel and his dedicated team
of officers. Ever since DC Goel took over charge of capital he has shown remarkable
courage to take on land mafia who are illegally encroaching various parts of capital.
In one year he has done the work of 5 year and if he completes 3 year term, state
capital may witness see of change. However questions remain in our mind, whether
politician will allow him to complete his term? I don’t trust our politicians; therefore
I appeal Governor JJ Singh to personally ensure that DC Goel is made to complete

Confusing recruitment process
Dear Editor,
Through the column of your esteemed daily I would like to draw the attention of concern
authorities towards the following unfortunate facts. This is in connection with the
advertisement for the post of Assistant Inspector (Tax and Excise)) by the department
of Tax and Excise. Here, I would like to highlight brief history of these advertised
four posts of Assistant Inspector (T & E). Four candidates were appointed by the
department through back door on dated 07/03/2007 and later on regularized on 26/11/2007
as AI(Tax and Excise), without any interview . Their appointment and regularization
was challenged by few unemployed youth in the high court. Subsequently the court,
vide judgment and order dated 22/12/2009 quash their appointment and regularization
as it was illegal and in violation of the provisions of constitution. At the same
time the honorable court directed the department to fill up the said four posts through
fresh recruitment following proper recruitment rule within four months w.e.f 04/01/2010.
If any doubt, one can refer the WP(C) -
Even more surprising is that the department did never suspend or removed these four incumbents, despite the high court’s clear order. Till date these four Assistants are continuing in service. How can the department allow them to continue in job when the court has clearly quashed their illegal appointment and regularization?
The department has now advertised these four posts of AI (Tax and Excise) which are still occupied. If there is no vacancy, how can the department advertise these posts? Is the department trying to authenticate these illegal appointments by pretext of conducting proper interview? There is no need for wide advertisement if these already existing four incumbents are to be reappointed. At least photos, documents, challan amount Rs 20 and form fees Rs 30 of our unemployed youths will not be wasted.
Therefore, this is my sincere request to the concern authorities that the recruitment for the mentioned post maybe handover to Arunachal Public Service Commission for transparent and fair recruitment in the greater interest of all the aspiring candidates.

Every contribution needs to be remembered

The article titled “Genesis of Nyishi Elite Society” by renowned and popular personality
of the state Dr. Joram Begi who is Ex-
Interestingly, the author has mentioned few names of political leaders as patronage of the society which is totally wrong according to the prevailing situation of that period. Though Nyishi is the largest tribe of the state but the high ranking bureaucrats, technocrats, civil servant, business men, politician who have made a stride in the society are countable in numbers. No doubt the then Joram Begi (of that period) immensely contributed for growth & development of the society since the society bestowed responsibilities to him time and again.
Moreover, the author has also mentioned some other activities which are also not more than a tour diary of a traveler. Equally, there are many other persons who had morally and physically contributed without involved as office bearers in the executive group. The evolution of modern Arunachal Society including Nyishi has very limited span of time and people who are in mid forties to mid sixties must have conclusive knowledge on it. Whatever the situation or the circumstances had compelled the society to run from pillar to post and here to there, have a different story to tell. Therefore, I humbly on behalf of many genuine thinkers appeal the author to give more subjective message to the society and cut down the narrowness approach generated to show the factor of personal contribution probably to gain popularity from one’s interested sections and this tendency gives an idea of some one’s inherent quality of division.

Try to feel our pain
Dear Editor,
It has been rightly pointed out by one of our friend Henko Gao that Mathematic paper is the biggest hurdle for Arts student in job interview. In other two papers –General English and General Knowledge, students of the entire stream have almost equal knowledge; it is the performance in Maths that decides the fate of candidate.
It has also been rightly pointed out By Mr. Gao that only job opportunity for the Arts student is clerical job, in our state. And APPSCE is yearly affair. If we had knowledge that, in future we would have to solve 10th standard Maths to get govt. job, we would have never picked up humanity stream. Because there are many who chose arts subject not because of weakness in Maths subject, but because of interest in the Subject (i.e studying our culture, history etc). Really it is very difficult for us to solve X standard Maths having left it long time ago in class X. There is no harm in keeping Maths for qualifying exam. If possible please reduce the marks of Maths to 50% in compare to other two paper or reduce the marks of all three papers to 50 marks in place of 100 marks ( i.e each paper of 50 marks)
Therefore we also on behalf of Arts student ,sincerely appeal to all the government department and APPSCE to try feel our pain and think over the matter.

Urbanization has been a major force behind poverty reduction and progress towards other MDGs, it says, stating that over 80 per cent of global goods and services produced in cities and countries with relatively higher levels of urbanization, such as those in the region, play a "major role in lowering extreme poverty".

Capital administration starts preparation for Municipal election
ITANAGAR, Apr 19: The capital district magistrate, Sanjay Goel vide an executive order under the Prevention of Defacement of Property Act 1997 has informed that every act of defacement of property shall be punishable with imprisonment for a term which may extend to six months or with fine which may extend to one thousand rupees or with both. The Deputy Commissioner is taking such steps for freeing any defacement of the property.
The District Administration vide another executive order has also banned the slaughtering of Mithuns and other domesticated animals during the process of Municipal Election 2013 within the Itanagar Capital Complex. He has further directed all the administrative officers of Itangar Capital Complex to comply to this order strictly to ensure that wanton slaughtering of mithuns and other domesticated animals during the electioneering process do not takes place .
The District Administration has further directed all not to carry any lethal weapons including firearms, ammunitions, daos and lathis in the Capital Complex till the election process is over. The Arms License holders of the Capital Complex are informed that they should immediately deposit their weapons with the nearest Police Station/ Outpost on proper receipt unless specifically exempted.
East Siang DA conducts ILP checking drive, deports 12 from Pasighat
PASIGHAT, Apr 19: East Siang District Administration deported 12 persons from Pasighat for not having valid Inner Line Permits (ILP) during its two days checking drive conducted on April 17 and 18.
The drive was carried out by the team of magistrates namely Natek Nonang, Olak Apang, Janes Marry Tayeng and Rani Mibang along with police personnel at various places, like GTC, Raneghat, Medical Charali, Lower Market and 2 Mile area.
Many offenders/violators were penalized and 12 persons were deported from Pasighat who failed to produce ILPs/valid documents before the magistrates.
Meanwhile, Deputy Commissioner R K Mishra appreciated the officers and police personnel for their sincerity. Mishra while seeking cooperation from the general public informed that such drive will be continued and further urged residents not to employ any persons without a valid ILP. DIPRO
Review meeting on PMEGP scheme
ITANAGAR, Apr 19: The newly appointed industries secretary Garima Gupta has reviewed the progress of the PMEGP schemes in the state in a review meeting held in the conference hall of Chief Secretary today.
In her presidential address, Garima Gupta requested the bankers not to keep the application pending, instead the applications duly recommended by the District Task Force should be disposed off within 15 day’s time. In case the bank is not able to finance for some reason, the application should be returned to the concerned DICs within 15 days enabling them to make further recommendations from the waiting list.
While appreciating the problems being faced by the bank officials in far flung area not only for recovery drive but also for management of the banks, she asserted that despite of all constraint the PMEGP beneficiaries must be given hand holding service by both the implementing agencies and the banker as it is a flagship programme of the Govt of India to do away with unemployment problem. She also urged the DIC officials and the banker to work hard in coordinated way for the interest of the general public.

After discussion threadbare it was decided that the applications received by District
Industries Centres under PMEGP Scheme would now be evaluated by the Banks before
it is placed in the District Task Force enabling the banks to examine economic viability
of the projects and thereby to avoid delay in sanctioning and disbursement, unlike
in the past, the likely units under PMEGP to be allotted to each District would be
communicated to all Deputy Commissioners in advance preferably in the month of May'
2013 enabling the District Task Force to select candidates on time so as to give
sufficient time to the bankers. Further it was also decided that all banks shall
disburse remaining installments to the beneficiaries of 2012-
LDV DM calls for strict adherence to model code of conduct
ROING, Apr 19: District Magistrate of Lower Dibang Valley District, following announcement of Panchayat Election 2013 by the State Election Commissioner of Arunachal Pradesh, has issued an order in exercise of the power conferred under article 243k of the Constitution of India and Section 104 of the Arunachal Pradesh Panchayati Raj Act 1997 and under Model Code of Conduct (MCC) for the guidance of political parties and the contesting candidates under clause 4 of part 1.
The order has banned slaughtering Mithun, pig and other animals during the process of election by all the political parties and the contesting candidates as allurement to voters during the period when the model code of conduct is in force except under exceptional circumstances which would include any religious or marriage ceremonies for which written permission has to be obtained from the District Magistrate.
In yet another order, the District Magistrate under Section 144 CrPC has directed all the license holders of arms in the district to deposit their arms along with the license to the respective Police Station on or before April 29. The deposited arms would be returned to owners after two weeks from the date of declaration of results, it further said.
Meanwhile, the Deputy Commissioner cum District Election Officer of Lower Dibang Valley District, Shiv Kumar, held meeting with the representatives of all political parties for smooth conduct of panchayat election 2013 in his office chamber today.
In the meeting, Deputy Commissioner requested all the political parties to cooperate and also to strictly abide with Model Code of Code for free, fair and smooth conduct of panchayat election. He further requested them to avoid slaughtering of mithuns, pigs and other animals for meat purpose to allure the voters during the election and also not to use Govt. Vehicles and Institutions for campaigning, meeting purpose, etc. He also warned them regarding bogus voting and if any person are found to be involved in bogus voting will be dealt with strongly as per the law. He also informed them in advance that only one polling agent for each political party will be allowed to sit per polling booth. Directives were also given to the political parties regarding Form A and Form B. They were told to submit a copy of both the forms to the State Election Commission, District Election Office and to the respective Returning Officers besides one copy to the candidate to be submitted along with the nominations. These forms have to be submitted not later than 3 PM of the last day of filing of nominations, he added.

The DC was addressing a meeting organized to discuss about generating more jobs in Changlang to meet the targets set by state Govt. of creating one lakh jobs in the next five years in the entire state.
The DC asked all the private employers to submit details of the skills required in
their industries so that the district administration may take up necessary initiative
for the skill up-
It was also observed in the meeting that Changlang being a remote district there is always information asymmetry as far as information regarding job opportunities in CPMFs and armed forces is concerned due to which the inhabitants of Changlang suffer.
The DC requested SP and Assam Rifles to coordinate and ensure the timely availability of such information. All departments of private institutions were requested to send information regarding job vacancies to Employment Cell in DC office.
All the Govt. establishments and private employers of the district like timber industries, Oil exploration Units, Tea Industries etc. participated in the meeting. DIPRO
DC holds meeting with IMFL retailers
PASIGHAT, Apr 19: Deputy Commissioner RK Mishra today held a meeting with the retail wine shop owners of Pasighat town in his conference hall. He advised the retailers to install CCTVs immediately in their respective shop and instructed not to sell liquor to minors.
Mishra directed to follow closing time of 8 pm strictly.
It is observed that owners/salesmen of many shops use to sleep inside the shops for security purpose but at the same time they also attend customers beyond the permitted time which will be dealt strictly by administration, Mishra cautioned.
Selling of liquor by unauthorized shops has created loss to the genuine license holders and therefore retailers should keep constant vigil on them and inform the competent authority accordingly, he advised.

responsibility with full of dedication. He said bulk purchasers should be identified
and brought to the notice so that bulk purchases can’t be mis-
ABK women wing seeks administrative support in fighting against drug abuse
ITANAGAR, Apr 19: Continuing its fight against drug abuse in the district, the Adi Baane Kebang (Women Wing), East Siang district has urged the district administration to extend help in carrying out the task.
In a memorandum submitted to the DC recently, it appealed to stop selling of abusing substances like Opium, Ganja, Pseudoepidrine, Amphetamine, Spasmo Proxyvon, dendrite and tobacco products like Tiranga, Ghutka and Khaini.
It further requested the DC to issue an executive order to stop selling of IMFL in
unauthorized shops like pan gumti, hotel, line dhabas and residents and to fix timing
for wine shops -
